How NEET Counselling Works — Step by Step
After NEET results are declared, the Medical Counselling Committee (MCC) conducts centralized online counselling for 15% All India Quota seats, all Deemed/Central University seats, and ESIC/AFMC seats. Simultaneously, state counselling authorities conduct counselling for 85% State Quota seats. Here is the step-by-step process:
Registration & Fee Payment
Register on mcc.nic.in portal. Pay non-refundable registration fee and refundable security deposit online.
Choice Filling & Locking
Select colleges and courses in order of preference. You can add, remove, or reorder choices until the deadline. Lock your choices before last date (auto-locked if not done manually).
Seat Allotment (Processing)
MCC processes allotment based on NEET rank, category, preferences, and seat availability using an algorithm.
Result & Reporting
Check allotment result on portal. Report to allotted college within the given timeframe with all original documents.
Join / Float / Resign
Join: Accept the seat and stay. Float: Keep the seat but participate in next round for upgradation. Resign: Give up the seat (security deposit may be forfeited in later rounds).
Counselling Rounds — Detailed Breakdown
First round of seat allotment based on NEET rank, preferences, and availability.
- Register on MCC portal and pay registration fee
- Fill choices (colleges and courses) in order of preference
- Choice locking (mandatory before deadline)
- Seat allotment result declared
- Report to allotted college with original documents
- Options: Join / Float (keep seat, wait for upgrade) / Resign
Second round for upgradation and filling remaining vacant seats.
- Fresh choice filling allowed (add/remove/reorder)
- Candidates who joined in Round 1 can participate for upgradation
- Seat allotment based on updated preferences
- Report to newly allotted college (if upgraded)
- Options: Join / Float / Resign
Third round conducted only if seats remain vacant after Round 2.

Seat Quotas — AIQ, State, Deemed, AIIMS, JIPMER, AFMC
15% All India Quota (AIQ)
15% of total government medical college seats are reserved under AIQ. Counselling conducted by MCC. Students from any state can apply for AIQ seats in any state.
85% State Quota
85% of government medical college seats are filled through respective state counselling authorities. Only domicile/eligible candidates of that state can apply. Each state has its own counselling portal and timeline.
Deemed Universities (100% via MCC)
All seats in Deemed Universities are filled through MCC counselling. Higher fees compared to government colleges. Includes institutions like Manipal, SRM, Amrita, etc.
Central Universities (100% via MCC)
AIIMS, JIPMER, and other central institutions — all seats filled through NEET AIQ counselling by MCC. Previously had separate entrance exams, now unified under NEET.
AFMC Pune
Armed Forces Medical College (AFMC) Pune admits students through NEET scores. Additional screening via interview and medical fitness. 130 MBBS seats (105 boys + 25 girls).
ESIC & Other Central Govt. Colleges
ESIC medical colleges and hospitals fill seats through MCC under AIQ counselling. Candidates need valid NEET score and must register on MCC portal.
Reservation Policy for NEET 2026 Counselling
The following reservation percentages apply for All India Quota (AIQ) seats as per the Government of India policy. State quota reservations may vary based on individual state government rules.

State Counselling Process Overview
For 85% State Quota seats, each state conducts its own counselling through designated authorities. The process is similar to MCC counselling but conducted at the state level. Here is the general workflow:
NEET Result Declaration
NTA declares NEET 2026 results and provides scorecards to all candidates.
State Registration
